This decision depends, again, on the circumstances that each prospective entrepreneur finds him or herself in.
Franchising is typically more expensive than licensing but franchising grants the franchisee more support, control and use of the brand name and structure of operation.
Licensing is typically included in only two aspects of the Franchising relationship. Usually a license is only the use of a brand name and the payment of fees without the ability to use the established method of operation of the business.
All in all, the decision should be based upon what the prospective entrepreneur envisions for his or her business and what the entrepreneur can do in the situation in regards to finances and control.
