Puppies, specifically those under three months old, have a very limited control of their bladder and reflexes. They don’t know they have to go until they really do. It is not realistic to expect them to tell you ahead of time. At this point in time, you’re really training yourself to take the puppy out, not training the puppy to tell you its ready.

If you're observant, you'll see your puppy look for a place to go by suddenly circling and sniffing the floor. The sniffing is instinct — he's looking for a place that's already been used. If he can't find one, he'll start a new one. Prevent accidents in the house and you'll teach him that the only appropriate bathroom is outside.
