Three bills aimed at irresponsible dog owners were signed into law Wednesday, increasing penalties for people who allow dangerous animals to run loose or use them to commit crimes.

The new laws, signed by Gov. Rod Blagojevich, resulted from a flurry of legislative activity that began in January with an unsuccessful attempt to allow communities to ban pit bulls.

Some animal advocacy groups, which oppose breed-specific bans, said measures that focus on bad owners could be a more effective way to deal with problem animals.
