This is a pretty disturbing story.

This may sound like an isolated incident with only one psychopath involved, but like the article says, domestic violence experts say the account isn't unusual. Abusive men are likely to abuse or kill the household animals in an effort to coerce or intimidate their wives.

Good for Maine for drafting a new law that specifically targets behavior like this. It takes a special kind of sociopath to harm an animal in order to implicitly harm another person, let alone to do so for either reason in and of itself. I doubt my personal proposal to have perpetrators like this sodomized with jackhammers will pass, but here's hopin'.
