The first thing to know is that a notary is considered an officer who is allowed to administer oaths and statutory declarations. In order to a notary to do this, the person has to receive specialized training in order to perform the duties of a notary. And, depending on the state, many may have to work as apprentices first before they can be commissioned or licensed to open their practice.
