Though both words are derived from the common root-word, efficiency and effectiveness have two very different meanings in terms of Business Strategy theory.

The theory of Efficiency focuses primarily on optimizing the performance of everyday business operations. The theory of Effectiveness focuses primarily on doing only what will bring about a goal, i.e., only performing processes that will benefit the business. A sound Business Strategy seamlessly combines each theory into the other.

Therefore, if a plan includes an action that would entail a waste of resources in which the desired goal is not possible to be achieved, then the theory of effectiveness would eradicate that process after analysis. Concordantly, if an operation is being performed at a below-average level then the components responsible for that operation would be analyzed and dealt with accordingly to maintain a healthy level of performance.
